Public administrative value (PAV) has become an important field for the study of public administration in China. However, the establishment of its kernel concept and the theoretical framework is still in the primary stage. With the concepts and the indices of PAV based on the theory of value relation, this treatise gives a systematic analysis of the evolution since 1978 and the status quo of the structure of Chinese Government??s System of PAV (SPAV), revealing the value and impetus underlying the restructuring of the system of public administration in China and the promulgation of the guideline of Building Harmonious Society.
