The Establishment and Calculating Model Method of Unforeseen Expenses for Civil Aircraft Research Project

In civil aircraft research project, it usually takes a certain percentage unforeseen expenses additionally in the budget process to cope with unexpected events brought by overspending, and ensure the funds required. In this paper, the objectivity of the unforeseen expenses establishment is first discussed, followed by expounding the decisive factors of establishing unforeseen expenses. At last we analyze the limitations of commonly used estimation methods and propose the calculating model method. We develop the existing methods which are too subject or too complicated, and this method is more compatible with civil aircraft research project.
