Properly practicing small towns´ strategy in Xinjiang Production and Construction Corps can use western resources, improve industrial structure and achieve common development of urbanization and industrialization. The towns have the industrial foundation and technology superiority in their task of promoting farm production in western border areas. Although the construction of the urbanization has been in a certain scale, there is still a great disparity comparing with the needs of new century. The construction of the small towns can bring their function into full play, raising their level and propel the economical modernization forward only by fitting in with their own actual circumstances, laying stress on the key points, making clear the object, coordinating mechanism and making full use of conditions available.
