Abstract :
The Construction of teachers in higher education institutions has made great achievement for recent decades. It is benefited from policies encouraging teachers´ initiative. Drawing up suitable strategy in higher education institutions has the advantage of teachers been driven to show the initiative. In this way, educational quality will be improved.
