A new method of bidding evaluation in Government project procurement

In China, Government procurement system has been in its infancy stage and started to enter the management phase of the rule of law. Among them, the project procurement, the proportion of which accounting for the total size of government procurement is increasing every year, will have more and more important position. The joint bidding evaluation mode based on Value Engineering and Cost-Benefit Analysis is proposed. Thus, the bidder, who has best technical, economic and social benefits, is selected.
