After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Firstly this article chooses the development method for this system after giving comparison on many development methods in GIS, that is, integrated second exploitation based on VB and ArcObjects module; secondly, by systematic analysis, it determines the multi-user spatial database configuration scheme with ArcSDE as the data path, and fixes the method and measures of database setup; and then, by invoking modules such as MapControl and PageLayout Control in the developing environment of VB, it develops data inquiry and analysis modules for Poyang Lake Area flood control and flood fighting GIS by utilizing the full-fledged functions of spatial data analyzing, processing and display provided in ArcObjects; therefore realizes the function of spatial information storage, display, inquiry and analysis in Poyang Lake Area.
