Cogeneration Heat and Power Plant (CHP) is an energy saving and environment conservation form of energy product and supply industry. A management information system in Zhejiang province has been developed for government policy executive monitoring and energy production operational management advisory. A detailed general information about the plant data access terminals, main structure of master stations are given. That system has shown its effects by government, state grid and CHP owner in real application. Some difficulties faced and further studies are also discussed.
