Abstract :
In this paper, an incentive regulation model based on yardstick competition for the transmission-distribution (T&D) enterprises is presented which combines pricing regulation and market equilibrium. The change rate of T&D price and the elastic coefficient of electricity consumption are studied in detail which are important for the pricing regulation model. The data envelopment analysis approach (DEA) is followed to establish the model which is used to evaluate and analyze the productivity of T&D enterprises. The numerical example is given to prove its feasibility and validity.
