After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In order to achieve the heat energy development of mine heat rocks mass of Shandong; described Shandong underground heat water utilization and negative effects of it; put forward the new method of develop mine underground dry heat rocks´ energy ; established seepage model of water in the heat rock fissures; the method had a small-scale test in the mine and obtained good result.
