  • Abstract
    This paper presents a new scheme of bitrate control which regulates the compressed bit stream generated by MPEG video codec so that it can be modeled by a two-state Markov fluid model for admission control over the variable rate ATM networks. Unlike the traditional approaches that produce (pseudo) constant bitrate (CBR) bit stream, we obtain the bitrate at two distinct levels (high and low) instead. Thus, this approach gains the advantage of reducing the local buffering delay, enhancing the video quality, and improving the channel utilization. This scheme consists of a bitrate controller and a state decision mechanism. In the simulations, this scheme is implemented on the MPEG-1 coding algorithm and it is shown that it matches the predictive QoS parameters very well. Therefore, it can promote the bandwidth utilization on the ATM networks. Moreover, the local buffering delay was decreased to the minute level
