The emergency plan in enterprise is the very important part of the national emergency counterplan system in China. But their low operability results in that they couldn´t be used in emergency response. It has been a bottleneck in emergency management in China. An operable counterplan should express the logical relationship among the activities and coordination among the departments. A hierarchical planning method (HPM) is proposed for constituting an operational counterplan. The responsibility of two levels, company level and department level, is discussed. The company should analyze the emergency nature and give the framework and standards of counterplan which is expressed by a network; the departments should finish the detail network respectively under the standards. A case in a Chinese airline company is given at the end.
