For keeping the health of river, we put forward a meaning of reasonable regulating capacity of cascade reservoir in this paper, and researching the relationship between water demand and storage capacity and the issues about separation and compensation of storage capacity, etc. then established a reasonable model which aimed to minimize the size of capacity by regulating the storage of the cascade reservoir. Taking the Yellow River as an example, we calculated the size of annual regulating reservoir storage capacity in different level years, and control the mainstream of Yellow River through setting different measures. The results indicated that: the cascade regulation of the reservoir storage capacity can provide a scientific basis for the administrative departments of the country and government to plan and develop the rivers.
