Government always bears the responsibility to guarantee the quality of public goods and services in the franchise project financing mode. In order to solve the contradiction between the government´s bearing responsibilities and playing down the specific management functions, this paper is based on the crossed field of project quality risk management and the project quality insurance. According to the entire project life cycle of franchise project, a quality risk management system for franchise project is established, striving to achieve better co-operation of market mechanisms and the government regulation in the franchise project quality management.
