Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

PEMFC has being applied more and more in automobile and distributed generation for its low corrosion, low-temperature operation and environment-friendship a complex systems and it is expensive. It should be concerned over the control and maintenance of its auxiliary equipments, placement site, restoring of hydrogen and the other when real PEMFC is used. However, PEMFC´s volt/ampere external characteristics draw our more attention rather than itself or its control schemes which keep PEMFC working properly in many applied studies. Whatever, it seems have another solution to introduce power electronic technique to construct FC power electronic simulator which could simulate FC´s external characteristic and keep those troubles away. The experiments show the FC simulator has done a good job to simulator FC´s volt/ampere external characteristic and it is cost saved.
