Abstract :
The purpose of this paper will be to address why the marketplace is heading towards the development of independent fee collection services providers which are specialised companies dedicated to fee collection account management. In particular, the current market issues concern how to best favour the development of fee collection services providers in terms of: What are the benefits to road users?; What are the benefits to road authorities?; and What are the benefits to toll road/RUC operators?
