Nowadays, the fallacious valuation of mineral resources and perversion of resource cost leading to the gloss of low cost and high profit. As a result, resources have been exploited and consumed excessively. To solve this problem, main part of this article modifies mineral resource valuation model, on the foundation of thinking of all influencing factors, which is intended to ensure the accounting information provided by mineral resources asset has factuality and correlativity. After that, a model measuring the transfer value of resource is established to involve mineral resource value into cost accounting system, which is not only helpful to actuate mining companies to legitimately exploit resources but also can encourage their enthusiasm in protecting nature resources to carry out sustainable development strategy for energy. Study methods such as system methodology, normative research, combining theory and practice, combining qualitative and quantitative, etc, are used in this article.
