Completing the picture — the road operator’s role in vehicle its solutions

This paper examines the gap in expectations or understanding that may exist between road operators and the developers of vehicle-based ITS applications. To realise the full potential of vehicle-based systems a significant role needs to be played by the road operators, but it is unclear at the moment what level of awareness exists regarding this dependency.
