After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In the 21st century, China is facing the objective requirements of improving the energy structure, protecting the environment. Therefore it is necessary to develop smart grid. Combined with the development and management situation of grid in China, framework of smart grid for future research is proposed. The key issues to be resolved and feasible technical path for the construction of Chinese strong smart grid are analyzed, separately from power generation, transmission, distribution, electricity, dispatching and other links.
