Abstract
This paper deals with a new approach to the reliability evaluation of transmission systems including substations and interconnections. The approach to transmission planning reliability in terms of system security which was defined as the ability of the system to withstand adverse events the catalogue of which constituted the design criteria. In some respects, this deterministic approach contains many probabilistic concepts and an analysis of these concepts is outlined. The verification of the design criteria is open to interpretation and the results of this verification can be employed as a form of risk management.
