Abstract :
This paper introduces one strategy, which is used as a compromise or adjustment to contradiction between system efficiency and user requirements, to improve network efficiency. This method improves the system efficiency by compromising the fairness principle for system resources allocation to some extend. The instances also demonstrate the validation and practice of the scheme.
