  • Abstract
    In this paper, a new simple and effective frame interpolation algorithm is proposed which could be used in rate control in real-time low-bit-rate video application. In our scheme, global motion vectors (MVs) are used to overcome the wrong motion estimation in the frame interpolation using bi-directional motion estimation. Secondly, we modify the MVs in a small domain, in order to reduce the impact of the global MV on the moving objects. In the last step, we correct the outliers in the MVs, using the Box-and-Whisker method. The experimental results show that our scheme has achieved a better visual quality in the interpolated frames.
