Abstract :
More disaster points frequently appear when large-scale nature disasters occurred, a timely and effective dispatch of emergency supplies in the region and foreign aids is one of the keys to the emergency. According to characteristic of continuous consumption problem, combined with hub-and-spoke theory, in this paper, the model of the material dispatch is proposed based on the smallest sum of all emergency-start-time. Finally, the algorithm based on tabu search algorithms and an example for this model is introduced.
