Abstract :
Because of the sharply increasing relief demands in emergency, people pay more attention to the efficiency of the transportation of relief resources. The study uses the bi-level programming location model based on the demand assigning in emergency to analyze the game behavior between the government and the people in disaster areas in the emergency. Since the logistics systems is different from the general business logistics, the paper designs a proper algorithms-implicit enumeration decent algorithms-according to the bi-level model. This algorithm can solve the median-scale problems, and produce the better numerical results. In a word, this paper gives the important mathematical models and the feasible algorithm to improve the transportation for the relief resources in emergency.
