Abstract
The core issue of the engineering project bid evaluation is how to adapt equitable and scientific strategic to optimize and select the limited bidding schemes. On the basic of ELECTRE-I and ELECTRE-II, this essay introduced concepts such as threshold and valued outranking relations, constructed optimization model of the project evaluation on ELECTRE-III, and verify the feasibility and effectiveness of the model by applying examples.
