Abstract
With more steps striding towards the practice of market tools like parking charge and congestion charge policies, much attention has been paid to the pricing and policy performance. Based on the survey with willingness-to-pay measures to commuters in Shanghai, some estimation of binary Logit model has been carried out to reveal the common and special factors acting on mode choice. Two Scenarios `without´ and `with´ charge polices are designed to reveal the difference between all informants and commuters with car-ownership, and further to find out special explaining variables to different policies. The analysis shows that the transfer of congestion charge from car users to their units is one of the hardest obstacles to mode change when implementing the congestion charge policy in China´s cities.
