            Abstract : 
Unexpected events (such as hurricanes, earthquakes, terrorist attacks, etc) have always been insurmountable barrier to human beings. Emergency evacuation is a difficult task after the emergency. In emergency evacuations, the evacuees and those policy-makers and emergency response incident are in the game. At the same time, the best game system is formed between the best individual thought of evacuees and the best idea of decision-makers. This game is a nested game. This paper analyzes the dynamic nested game of incomplete information on the evacuation program. A mathematical model for the problem is constructed, and genetic algorithm is used to solve an instance.
