Abstract :
This paper aimed to give information about Process Based Restructuring of Ministry of Food Agriculture and Livestock (MoFAL), General Directorate of Agriculture Reform (GDAR). In the scope of Ministry of Food Agriculture and Livestock GDAR restructuring activities the following studies have been done; Restructuring of GDAR; Revealing all processes; Process improvement; Optimization of the processes related directly with citizens/farmers/producers and determination of supporting models with the system; Process based restructuring studies; Process based current and need assessment of GDAR; Revealing activity inventory of GDAR and Establishment of the infrastructure for performance based permanent staff. In these studies, basic processes have been determined in the light of field studies in operational level. In this concept, 104 main processes, 1156 sub-processes were being studied. Data, system, document, organization and regulation analysis were done over the processes. Modeling methodology has been generated and applied on 3 basic processes. Unit process maps, unit legislation tables and risk maps were generated.
