Abstract :
According to “The long-term development plan of China”, to meet the rapidly growing of passengers, China will built the fast passage between big cities and capital cities, including four vertical and four horizontal rail lines and four systems of intercity high speed rail. And also will complete construction of more than 12,000 kilometers of passenger line. With the development of high-speed railway. A large number of high-quality talents are badly needed. In order to point out the professional quality of staffs in the high speed railway system scientifically and quantitatively, this paper describes the procedures and methods of constructing competence assessment system with competency model and the fuzzy AHP method, mainly including the way to determine the job responsibilities, to give job competency evaluation, to calculation weight and how to apply the results.
