Abstract :
Based on the description and comparison of the regional distribution of China and the U.S. R & D funding, this paper found that the level of economic development and R & D Investment Intensity has a strong positive correlation, identified the main factors of influencing the geographical distribution of the R & D funding, Similarities and differences in the two countries, and described the programs and policy measures of the two countries to promote balanced regional distribution of R & D funding and to promote competitiveness of science and technology for the backward regions and the future endeavors.
