After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper focused on the basic framework of intelligent collaborative urban emergency warning and processing system based on SOA, proposed the architecture of intelligent collaborative urban emergency warning and processing system based on SOA, and conducted in-depth study of key technologies of intelligent modeling package emergency, intelligence solution technology, SOA service request dispatching technology and knowledge to respond to match the collaborative event processing. The system fundamentally solves the key issues, which incidents information cannot be disseminated timely or logged , impacting on socio-economic development.
