Underground project is a high-risk and complex project. As a good tool, near-miss incident management can reduce and control the accident. This paper starts with the concepts of near miss, and then elaborates the importance of near-miss data based on various accident triangles. In this article a three-stage framework for the management of near misses is presented, with the emphasis on recognizing, analyzing, and implementing solutions to prevent future near miss and accidents. The key finding of this paper is that near-miss management can be systematized and provide an important reinforcing element of accident prevention and preparedness at hazardous facilities.
