After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

There is no special study on water conservancy project management at present. Considering the features of large and medium sized water conservancy projects and basin-wide water conservancy projects, an evaluation index system is constructed based on plenty investigation about project examples. The index system follows the principles of systematization, coordination, representativeness, comparability, maneuverability, guidance and the combination of qualitative and quantitative analysis, including the rationality and advancement level of water conservancy project management system, the standardization degree of the operation and management of water conservancy projects, the advancement level of the management means of water conservancy projects, the legalization level of the management of water conservancy projects, the health condition and the function level of water conservancy projects, ecological environment protection level of water conservancy projects, the management performance and development ability of water management units, and technological level and structural rationality degree of human resources, totally including 8 first grade indexes and 31 second grade indexes. The weight of each index is determined by the method of analytic hierarchy process.
