After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

We examine there groups of factors that may affects the location choice by Japanese foreign firms: agglomeration economies, traditional economic factors and institutional change. The result shows that agglomeration economies, in particular, the clustering of Japanese foreign firms, and the improvement of institution resulting from the FDI preferential policy and legal development exerts the strongest effect on Japanese FDI location choice; Along with the analysis of traditional economic factors such as market size, factor cost and infrastructure, We can find Japanese FDI tend to locate where Japanese foreign firms cluster, and have FDI preferential policy, good market institution and infrastructure,lower factor cost and so on‥
