  • Abstract
    According to the complexity about assessment of emergency resource requirement, the unitized emergency management thought was introduced in this paper. A disaster area was divided into some disasters´ units, so the whole requirement of the area was contented by meeting the demand of each unit. The arriving time and demand quantity of emergency resources was considered to be as constraint conditions, and then the mathematical model was built. An example was demonstrated to the practical significance of the dispatch model.
