Abstract
Based on the human resources in science and technology (HRST) construction analysis in three Nordic countries----Finland, Sweden and Denmark, the paper has illustrated the fundamental role of HRST construction in the national innovation capabilities upgrading. The paper finds that the three nations´ transfer from small agricultural countries to highly innovated developed ones in several decades attributes greatly to their far-sighted strategies and policies in Talents Education, Talents Mobility, Foreign Talents Attraction as well as Science and Technology Awards Settings. And solutions to the problems emerged in the HRST construction in China are explored.
