Abstract
Some problems are emerged in crop residues (CRs) utilization in China today. Based on management theory, it is regarded that shorting management thoughts and methods contribute to the failure of the projects of utilizing CRs, which both wasted the money and counteracted the utilization of CRs. The relationship cycle model is given to clear the relationship among the government, the institution, the enterprise and the farmer. The rules of people´s activities of utilizing CRs and the management goals are discussed. The management methods of utilizing CRs are also suggested for the government, including conducting by plan, encouraging by money, competing in the market and controlling by rule. At the last, the available benefits are roughly calculated. It is suggested that the best way to promote the utilization of CRs in China is to see them not as residues, but as valuable resources that can create benefits, and the age of CRs is coming finally at the time that the industrial utilization of CRs is true in society.
