Abstract :
With the rapid growth of the national investment in sewage treatment industry in China, more and more sewage treatment plants have been set up. Therefore, investment efficiency of the sewage treatment plants is of great significance. Since the traditional CCR model does not take into account "slack" of input elements, and it\´s unable to solve the problem of ranking efficient DMUs, this paper figures out investment efficiencies of 13 sewage treatment plants in Henan province, applying Supper-SBM model. The result shows that the average investment efficiency is higher, but there is still waste in construction management, land acquisition and resettlement, personnel training, as well as survey and design of investments.
