Abstract :
Vehicular communication technologies allowed the establishment of vehicular networks to support Intelligent Transportation Systems fostering the development of applications and services. There is a large number of applications and services possible to be developed for this scenarios but, such development finds some hurdles due to the peculiarities of vehicular network topologies. This document proposes an approach on creating a API for agnostic application development for vehicular network scenarios by creating a middleware to abstract traffic situation´s unpredictability from the application development process. The proposed solution can also adapt itself taking into account surrounding emergency situations by proposing a protocol for disseminating emergency information in a given plausible region.
