Abstract
Independent innovation ability has become the decisive factor to gain competitive advantage for enterprises. By conventional human resource management, labors are restricted to fine performance. Reforms are required to adapt to the new economic condition in which enterprises must carry out innovations. This paper analyses the model of motivating all personnel to participate in innovation.
