Abstract
Forestry industry region of Heilongjiang province is the biggest cultivation base of forestry reserving resource and supply base of wood and forest by-products in China. However, it is being plunged into a predicament of "resource crisis". From narrow connotation of effective utilization of forest resources, it considered that the effective utilization of forest resources is an important part of sustaining utilization of forest resources. It analyzed situation and status of forest resources and the changes of forest resources utilization\´s idea and the characteristics of forest resources utilization of forestry industry area in Heilongjiang province. It found the some main problems of forest resources utilization, for example, logging and timber processing\´s remainder of reusing rate is low, using mode of forest resources is unreasonable, existing economic form is irrational, technology is behind and the lack of support policies, and so on. Finally, it put forward some strategies to promote the effective utilization of forest resources. For example, to implement circular forestry industrial model, to innovate technology of effective utilization of forest resources, to enhance the management and pest control, to strengthen guidance and support of policy, to more develop the profound processing of timber, and so on.
