Urban image orientation is the basis and precondition of urban image building and the core which researches modern city development strategy. Through grounded theory research methods, this paper makes choice of the whole urban image orientation of Chongqing is the "the world capital of passion"(referred to as "capital of the passion"); sub-image orientation is Chinese culture city, capital of Chinese cuisine, capital of international landscape and tourism, capital of the western fashion and capital of Chinese brands. And then it emphatically puts forward basic thinking of urban image building of Chongqing, especially tactics and advices, including advices on the whole urban image building, hypo-urban image building, health care factors renovation, organizing and management measures, etc..
