Abstract
In this paper, the integration of GIS (Geographic Information System) into Location Allocation Model (LA), cellular automata (CA), knowledge-based system (KBS) is proposed to plan low-carbon city from the distribution of industrial reconstruction , public facilities and other multi-levels, and then E-government on public service information platform is discussed .
