Abstract
Based on advance order of linguistic phrases, a new approach to select the best one from alternate plans is proposed. The linguistic assessment information can be aggregated by an improving arithmetic, a combination of LWD operator and LOWA operator, to obtain the group assessment information given by the form of linguistic phrases, so the best plan can be chosen from the advance order of these linguistic phrases. In order to illustrate the viability and adaptability of this approach, a simulation example is given by this paper.
