Abstract :
This is a paper about using Telecom Global Eye project in a region of Xinjiang as a research object. At first the Delphi method is used to identify the risk factors for their projects, establish a risk management system model to strengthen the risk management and control of the project. And then the comparing with each of two Sub-risk factors of risk factors by AHP method can calculate the weight value of each risk. Through evaluating the risk of the project, we have concluded that investment risk is the biggest risk in the Telecom Global Eye project and it provides management recommendations for the Telecom Global Eye project´s management at the same time.
