Abstract
Project preparation work is the first stage of the implementation of a project, which has a crucial impact on the success of the project. In order to promote the standardization of project preparation consulting in China, this paper identifies comprehensive sets of evaluation criteria for the service process quality and service product quality of project preparation consultants, and the significance of these criteria is discussed by expert scoring method. Then, a multi-criteria model for evaluating the service quality of project preparation consultants is presented. At last the potential usages of the evaluation results are discussed.
