Abstract :
E-government envisages transforming internal and external ties of state agencies by exploring the capacity of the internet, electronic and telecommunication technologies in order to improve the quality of services´ delivery, to enlarge the scope of public participation in the matters of state governance and to enhance inner processes. This paper states the external and internal barriers to e-government implementation and shows that many of the barriers to realizing the benefits of e-government are not technical, but rather occur when social, political, or legal issues arise as attempts are made to deploy and adopt the e-government and its applications.
