After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

This paper points out that service outsourcing has risen in the People´s Republic of China (PRC). Through the analyzing the features and the conditions owned by the base of the service outsourcing all over the world, paying more attention to the status quo of the Tianjin service outsourcing, we find the valuable experience to apply. Moreover, our findings suggest that the orientation of the object, international business platform and the service outsourcing export strategy are critical to China. These findings will have some effects for other cities or countries to develop service outsourcing.
