Safety-Oriented Optimization of the Community Organization

The paper emphasizes that social capital should be deeply understood besides the government plans of command and control in the progress of making urban disaster policy. The existent social networks, citizen organizations and social institutions of the primary-level community should be used comprehensively, so as to confront urban disaster. The purpose of the safety-oriented optimization of the community organization is to build the cell of disaster prevention and relief. The practical methods include: the self-organized optimization by flexible design of community security organization and function integration, and hetero-organized optimization by common utilization and organized coordination.
