Research on emergency system of China local government - a case study of the emergency system in a area of Shanghai

Taking the focus on emergency systems of Chinese local governments, this paper explores and analyzes the strategies, principles, targets and system framework of emergency system construction. By applying the theories in practice, we also conduct a case study on the emergency system of Shanghai Pudong New Area, which includes the introduction of its two workbench systems and seven sub-systems and the analysis of its grid-based processes. The future tendency of this area is discussed as well.
