Abstract
Based on the statistical data of some provinces or cities of China from 2003 to 2007, this paper established the selection criteria of regional leading high-tech industries and conducts empirical research by gray relational analysis. The results mainly showed that: Only on the basis of the regional advantages to develop the leading high-tech industries and the strategies of specialization and clusterization can regions resolve the problems of the homogeneous industrial structure and low level of competition and make high-tech industry play on regional economic growth.
